Abstract

The present investigation is focused on analyzing the perceptions of state level
functionaries' viz. Director Elementary Education and State Project Director on
the various aspects of RTE Act 2009. After having detailed discussion with
these functionaries, the investigators reached the conclusions that the state
has taken continuous and progressive steps to provide the quality elementary
education in accordance with the provisions of the Act by implementing it in
letter and spirit. The State Level Functionaries while holding optimistic views
on the Act referred it as a milestone step demanding collaboration,
convergence and planning for elementary education in an innovative manner
resulting in some encouraging outcomes in the area. The implementation of
the Act in the State has led to the development of basic infrastructural facilities
in schools and has also resulted in bringing considerable improvement in the
State Education System in terms of capacity building of various stakeholders,
enrolment, retention and completion of elementary education
